What does it mean when you are in charge of something totally new and your mind strategically finds a result?

This is a Dream by the way. One dream I had was that there were 9 things that had to be placed in order or there would be a nuclear meltdown. I have dreams like I can phisically place things like water and nutrients. others are like military strategy. some are like what people would think. These things when I dream about them are things that I work on for the first time.
