When reloading shotgun shells, can I use low br birdshot hulls to reload 00 buckshot?

Yep you can. I use Winchester AA trap hulls to load buckshot and slugs. BUT! You must follow load data for that hull. And you can find that in a gun powder manual or in Laymans reloading handbook.
